"I spoke to the new chair of the National Mental Health Commission, Lucy Brogden, an outstanding advocate for the protection of those that are under pressure and that want to be protected. I would take from you that you say the perpetrators probably have an illness, and that those that are victims or the receivers of this, it's affecting their mental wellness. To follow on from Emma, do we need a national approach through something like the National Mental Health Commission, with the Federal Health Mininster? Is that one way to deal with the illness of those perpetrators? And then to protect and support those with a mental wellness approach?
