Families are not captured by the legislation; individuals are, if they were above the age of 18 as at 19 July 2013, when Mr Rudd made his policy pronouncement—so you have to have been over 18 at that time. If you were not born at that time or if you were under the age of 18, you cannot be in the legislation.
